I propose Rally be altered to the following:

When used, it generates a field around the warrior. 50% of the damage done by allies within the field will generate threat for the caster.

This should help out for holding aggro, and convert Rally into a more desirable ability.

It’s a good idea as long as you have a controlling variable to distinguish levels, like lv 90 gives 4000 vitality and lv 1 gives 40 vitality, but going this method seems very complicated in the algorithms. If a warrior stole all threat generation then would all other warriors deal no threat damage from lightning bolt/thunder bolt? They’d have to work on a formula that wouldn’t nerf the other lightning warriors threat generation damage.

Interesting. What would happen if multiple warriors cast it?
If multiple warriors cast it, they each gain the benefit. It is not a mutually exclusive ability.

For example, Warrior A and B cast the ability and for 10 seconds they each would gain threat based on the amount of damage those around them deal.

To clarify, this does not necessarily "steal" threat, it just duplicates it. So if a warrior casts the spell, and the DPS around them deal 50k damage (50k threat) for the duration that the field is up, then the warrior will gain that 50k damage as threat. The other classes will still generate threat as per usual, so it only affects the caster
